In 2012, Dakhlallah founded NSE.CI (Nicolas Srouji Establishment Côte d'Ivoire) is a company designed to address the pressing infrastructure needs in Côte d'Ivoire following a period of political instability. The company initially focused on road construction and civil works, rapidly gaining recognition for its efficient project management and quality results. By 2020, he had rebranded and expanded the company into PORTEO Group, marking the beginning of a multinational expansion. Today, PORTEO operates in five countries: Côte d'Ivoire, Bénin, Togo, Senegal, and Gabon, and has grown to become a leading force in Africa’s construction industry.

Under Dakhlallah’s guidance, PORTEO has achieved remarkable success. The company has constructed over 2,000 roads and highways, vastly improving regional connectivity. These projects have played a pivotal role in economic development by linking previously isolated communities and fostering better access to essential services, markets, and employment opportunities.
